Event Recap: January Lunch and Learn – Vermont’s State Health Improvement Plan

In 2025, the Vermont Department of Health (VDH) released its 2025-2030 State Health Improvement Plan (SHIP). A direct response to findings from the 2024 State Health Assessment, the SHIP is a five-year roadmap for ensuring that all people and communities in Vermont have inclusive, equitable, and sustainable access to opportunities for health and well-being. It provides a framework for how agencies, organizations, and communities can take steps to address the most important health needs for people in the state.​

On January 14th, SHIP participants led a Lunch and Learn to discuss the quantitative and qualitative data that led to the development of the Plan, how the state is implementing the Plan, and how you can use it to guide and support your work.

Presenters

Katie Stetler, Vermont Department of Health, Director of Performance Improvement

Katie Stetler (she/her) is the Director of Performance Improvement at the Vermont Department of Health, a role she has held since November 2022. Her work focuses on improving program performance and population health outcomes by leading internal and statewide strategic planning and implementation, supporting programs to systematically measure and improve their work, and maintaining the Department’s public health accreditation. This includes responsibility for managing the State Health Improvement Plan, in partnership with other state agencies, community organizations, and people with lived expertise. Prior to this role, Katie worked in family and child health at the Massachusetts Department of Public Health. She holds an MPH from the Yale School of Public Health.


Amanda Jordan Smith, Mt. Ascutney Hospital and Health Center, Community Health Manager

Amanda Jordan Smith (she/her) is the Community Health Manager with Mt. Ascutney Hospital and Health Center, part of the Dartmouth Health system. In this role, Amanda serves as the Blueprint Program Manager for the Windsor HSA, leading the hospital community health implementation plan (CHIP) and supervising the volunteer programs, Windsor Resource Center, Family Wellness Program, case managers, and other community health-related programs and staff. Outside of this work, Amanda serves as the Vice Chair of the Upper Valley Public Health Council, as a member of the Equity Committee for the Vermont League of Cities and Towns (VLCT), and as a founding member and leader of numerous social and racial justice organizations in the Upper Valley area. 


Amanda Froeschle, University of Vermont Health and Porter Medical Center, Senior Community Health Liaison

Amanda Froeschle (she/her) is a Senior Community Health Liaison with UVM Health and Porter Medical Center. Amanda currently serves as a co-chair for Porter Medical Center’s DEI Committee, the Addison County Community Health Action Team, and the State Health Improvement Plan’s Access to Care workgroup. At Porter, Amanda leads the Community Health Needs Assessment process and ongoing efforts that build collaboration between the hospital and community partners. Amanda’s public health experience spans a range of areas such as healthy community design, substance misuse prevention, emergency preparedness, and development of inclusive assessments and strategic planning.  She earned her MPH from the University of Missouri, with an emphasis in Global Health. She also holds a Bachelor of Science in Nursing from the University of Missouri. Amanda lives in New Haven with her husband, two housemates, and many, many pets. In her free time, she loves gardening and taking in the mountain views from her front yard.
