June Lunch & Learn: Strengthening Public Health Systems – Learning from State Commission Models and Their Impact

Our June webinar will showcase the work of two VtPHA interns from Dartmouth’s Geisel School of Medicine Master of Public Health (MPH) Program. Over the past semester, MPH students Elham Malik and Emily Levonas have worked with VtPHA to explore how other states have used public health commissions to strengthen their public health systems.

About The Webinar

Public health commissions have emerged as strategic tools for states to systematically evaluate and strengthen their public health infrastructure. These independent bodies, established through various mechanisms including executive orders, legislation, or other governmental directives, bring together diverse expertise to conduct comprehensive analyses and develop evidence-based recommendations.

Indiana’s Governor’s Public Health Commission and Maryland’s Public Health Commission demonstrate how these collaborative structures can effectively assess system gaps, engage stakeholders, and drive meaningful policy change, resulting in significant legislative action and enhanced public health capacity.

VtPHA’s June Lunch and Learn webinar will examine successful commission models from multiple states, analyzing their formation processes, structural approaches, stakeholder engagement strategies, and measurable outcomes. Attendees will learn about different commission frameworks, community outreach methodologies, and policy development processes that have proven effective in addressing public health system challenges.

Whether you’re interested in understanding innovative approaches to public health governance, exploring models for system assessment and improvement, or considering structural reforms for your own state or community, this session will provide practical insights and tools drawn from real-world implementations and their impacts.

Presenters

Elham Malik, Dartmouth Geisel School of Medicine Master of Public Health Student

Elham is a Master’s candidate in Public Health at Dartmouth’s Geisel School of Medicine with experience in community development and advocacy. Her work includes consultancy for Friends of Recovery NY and service with AmeriCorps addressing food insecurity and homelessness. Currently interning with the Vermont Public Health Association, Elham is conducting research on Maryland’s established public health commission model to develop evidence-based recommendations for implementing a similar structure in Vermont. Her approach emphasizes the importance of centering community voices in public health initiatives.

Emily Levonas, Dartmouth Geisel School of Medicine Master of Public Health Student

Emily Levonas is a recent graduate from Dartmouth College (’24) currently pursuing a Master of Public Health (MPH) through The Geisel School of Medicine at Dartmouth. At VtPHA, she is investigating the impacts of Public Health Commissions in other states and applying those findings to formulate recommendations for Vermont. She hopes to strengthen her experience analyzing and presenting policy changes before continuing on to law school this coming fall. Emily has a vested interest in clinical shared decision-making and women’s healthcare, and aspires to use her public health and legal degrees to advocate for advancements in these areas.
