Vermont Legislature 2026: Public Health Bills To Watch

The 2026 session in Montpelier is seeing a range of public health-related proposals advance through committees or garner attention as they move through the House and Senate. While legislators are balancing priorities such as education and affordability this year, several bills directly tied to health care, mental health, and public safety are gaining traction.

Workforce and Licensing Measures

H.524: Respiratory Care Interstate Compact. Read into the Health Care Committee, this bill moves Vermont toward joining an interstate compact to allow licensed respiratory therapists to practice across member states. Supporters argue it will improve access to respiratory care and workforce flexibility, particularly for military families.

Mental Health and Prevention in Schools

H.817: Mental health support and substance use prevention in schools. Read into the Committee on Education, this proposal establishes a mandatory mental health literacy curriculum across supervisory unions and a pilot peer support program in schools. On 3/20, Rep. Berbeco of Winooski moved to postpone action until March 24, 2026, and the motion was agreed to. This bill seeks to link educational settings with preventive health strategies.

Environmental Health

H.739: An act relating to prohibiting the use and sale of the herbicide paraquat.This bill was read a third time and passed in the House on 3/20. It proposes to prohibit paraquat in the State and would extend the definition of the herbicide.

Maternal and Child Health

H.536: An act relating to toxic heavy metals in baby food products. This bill was read a third time and passed in the House on 3/19. It calls for the prohibition on the sale and distribution of infant formula that contains a toxic heavy metal exceeding U.S. Food and Drug Administration limits, required testing, labeling, and provision of information.

Other Health-Adjacent Proposals Worth Noting

H.583: Health care financial transactions and clinical decision making. This bill was read a third time and passed in the House on 3/20. It could affect how financial and clinical decisions are structured, particularly for the private equity industry.
