Did you know that Vermont is the only statehouse in the country to have a caucus dedicated to public health?
In January of 2024, VtPHA worked with six Vermont legislators to launch the Vermont Legislature’s Public Health Caucus. Chaired at the time by Representative Kate Nugent and Representative Leslie Goldman, the caucus’ mission is to:
“engage, educate and inspire Vermont legislators on all committees to pass legislation that proactively supports the health and wellbeing of Vermonters.”

As the 2025/2026 legislative session gets off the ground, the caucus steering committee is hard at work to line up speakers to address the myriad of public health topics legislators will be facing. This year, steering committee members include:
- Representative Kate Nugent (co-chair)
- Representative Dara Torre (co-chair)
- Representative Esme Cole
- Representative Leslie Goldman
- Representative Kate Lalley
- Representative Carol Ode

VtPHA will continue supporting the caucus with educational and administrative resources. We will also post caucus events to our website here. While caucus meetings are primarily focused on legislator education and dialogue, the public is encouraged to observe the proceedings.
